Article 216. Fares, rates and charges specified in Ordinances of the Ministry of Transport shall be fares, rates and charges for the special seat and the use of other special facilities for passengers, excess baggage, pets or other baggages transported in the accompaniment of passengers.
2. Any person who will obtain approval for establishment or alteration of fares, rates and charges under Article 105 paragraph 3 of this Law shall submit an application for approval of establishment (alteration) of fares, rates and charges, to the Minister of Transport, describing the following items.
(1) Name and address
(2) Monetary value of fares, rates and charges and the classification to be established or to be altered (in the case of an alteration, a clear comparison between the present and the proposed monetary values must be indicated)
(3) In the case of an alteration, reason(s) justifying the alteration

Article 217. The percentage of discount of fares, rates and charges under the provisions of Article 105 paragraph 4 of this Law shall be within 50% of the approved fares rates and charges under the same Article paragraph 1.
2. Any person who will apply for a discount of fares, rates and charges shall submit an application to the Ministry of Transport describing the following matters.
(1) Name and address
(2) Classification of fares, rates and charges to be discounted
(3) Rate to be discounted
(4) Period of time or a section and other conditions under which discount will be applied
(5) Reason(s) justifying the discount
3. The application under the preceding paragraph shall be accompanied by documents to certify that a decrease in revenue of the said scheduled air transport service under the implementation of discounted rates and charges, will not be effected.

Article 218. Any person who will apply for approval of the establishment or alteration of the conditions of carriage in accordance with the provisions of Article 106 paragraph 1 of the l,aw, shall submit to the Minister of Transport an Application for Approval of Establishment (Alteration) of Conditions of Carriage, describing the following matters:
